What you think about it ???


As a citizen of an India wanted to ask you a question about article in constituion . I hope you will help me out .
My question is -
1. Right to stand in election is given to everyone whether he is criminal or he is illiterate . Can't we amend law to which can allows to stand only those canditate who have finished their atleast minimum graduation and having no criminal background.
2.Also can parliament establish a commission ( as UPSC ) or can election commission hold an exam for selection of the candidates like civil exams . If not written then interview so to know how our candidates are aware of present situation of his area from where he is going to stand and of India about economy , environment or many more .
3. . I have learnt that according to Keshavanand Bharati vs state of kerala state , Supreme Court ruled that constituion can amend the Act but it can not change the basic structure of constituion (i.e. Doctrine of Basic structure) . So , Are my questions written above can change basic structure of constitution or parliament can amend such law .
